Designators are not axis aligned

Problem environment

The designators printed in the silkscreen layer can be moved and rotated according to a postproduction use strategy.

Steps to reproduce

1. Refer to the layout and silkscreen
2. Rotate the board to the X or Y axis
3. Read the designators without rotating

Expected result

Designator silkscreen printing should be aligned to either the X or Y axis.

Actual result

Designators are not completely aligned to either the X or Y axis.

Severity level

This is low priority because project requirements do not mandate postproduction use.

This describes a false positive, or the problem has since been corrected.
