Paste definitions do not segregate edu from dev models

Problem environment

Two Sendcomm models are maintained, called the educator and developer editions. They have different requirements.

Steps to reproduce

  1. Refer to the panel layout files
  2. Examine the apertures for edu parts

Expected result

Edu model stencil manufacturing does not open apertures for dev models.

Actual result

Both edu and dev models open the identical number of foil apertures.

Workaround

Use polyamide tape to manually mask apertures as needed.

Severity level

This is low priority because superflously pasted boards only look inferior and cause no functional difference.
