Power circuits are missing from panel

Problem environment

Board test and program work is most easily done in panel arrangements, where GND and 3V3 are connected once on a rail edge.

Steps to reproduce

1. Refer to the panel layout
2. Examine the rail edges
3. Search for power connectors

Expected result

A general GND and 3V3 connection is available in the panel.

Actual result

No power connection is possible on panel structures.

Severity level

This is low priority because boards can be tested and programmed individually.

Solved in 5dd172c, but please remember to adjust new panel frames accordingly!
